Senior Advisor, Consumer Protection
Phyllis M. Patton has more than 30 years of specialized compliance, fair lending, and Community Reinvestment Act (CRA) experience.
Phyllis spent her career at the FDIC, maintaining primary oversight responsibility for the consumer protection examination program in the Atlanta Region. She has supervised the resolution of numerous complex and unique compliance, fair lending, and CRA matters, including fair lending issues at mortgage subsidiaries, CRA protests, and unfair and deceptive practices.
Until 2024, Phyllis served as the Deputy Regional Director (Compliance) for the FDIC’s Atlanta Region. In this role, she led meetings with bankers, supplied information to the Washington Office, and ensured the Region remained on track to accomplish its Corporate Performance Goals for Compliance. She served on the Pre-Examination Planning Committee, the Atlanta Region Chairman’s Diversity Advisory Committee, and the newly formed Atlanta Region DEIA Committee.
Before her promotion to Deputy Regional Director, Phyllis served as Assistant Regional Director (Compliance). In this role, she supervised the monitoring of financial institutions across seven states with assets ranging from $11 Million to $170 Billion. She routinely coordinated comprehensive supervisory responses, including meaningful corrective actions, to address abusive consumer protection misconduct.
Phyllis also served as the Field Supervisor for the Atlanta West Territory, with compliance responsibilities for 196 FDIC-regulated banks with total assets of approximately $48 Billion. Throughout her more than 30 years at the FDIC, Phyllis was recognized for her contributions to the overall objectives of the FDIC and its Atlanta Region.
Phyllis earned a BA in Accounting from Talladega College, and attended Stonier Graduate School of Banking. She was the first recipient of the Corporate Manager of the Year Award for the Division of Supervision and Consumer Protection in the Atlanta Region (Compliance) in 2009. She also received the FDIC Chairman’s annual Annie D. Moore EEO, Diversity, and Inclusion Award in 2023.
